About this opportunity
The Department of the Navy's Naval Facilities Engineering Command (NAVFAC Hawaii) has posted three justifications for limited-sources procurements on a sole-source basis for Special Project RM13-2745, the repair of Unaccompanied Housing Building 1489 at Joint Base Pearl Harbor-Hickam, Hawaii, from Automated Logic Corporation (ALC), Electro Industries/Gauge Tech, and King-Fisher. The posting, dated September 25, 2026, is tied to the $8 billion Design-Build/Design-Bid-Build multiple award construction contract (MACC), awarded June 12, 2025 under contract numbers N6247825D4041 through N6247825D4051, because the project is issued only to MACC holders. The notice carries No Set-Aside Used, NAICS 236220, and PSC Z2FC.
The ALC justification authorizes NAVFAC Hawaii to procure ALC programmable building controllers for projects connecting to the networked facilities control and monitoring system and Control System Platform Enclave at Joint Base Pearl Harbor-Hickam and Pacific Missile Range Facility, for October 1, 2025 through September 30, 2030, at a total estimated cost not to exceed approximately $13,000,000. It cites 10 U.S.C. 2304(c)(1) and rests on standardization and interoperability, cybersecurity risk mitigation, and cost avoidance. An August 2024 Business Case Analysis found that alternative manufacturers would create substantial cybersecurity vulnerabilities, operational challenges, and unrecoverable cost duplication. A Sources Sought Notice issued November 27, 2024 drew no competing responses. Installation, commissioning, testing, maintenance, and operation may be performed by multiple service providers, though controllers must be configured with Government-licensed ALC software.
The Shark 270 justification covers one Electro Industries/Gauge Tech Shark 270 electric meter for the Building 1489 project. It cites 10 U.S.C. 3204(a)(1) and a determination that only one responsible source exists. The Navy's existing Advanced Metering Infrastructure communicates fully only with Electro Industries/Gauge Tech meters. Modbus/TCP permits basic data sharing with other manufacturers' equipment but not configuration and programming between manufacturers. Sources Sought Notice N62478CON31FY2520, posted September 11, 2025, generated no responses. The Contracting Officer determined the anticipated cost fair and reasonable. NAVFAC Hawaii does not intend to compete future contracts for this meter unless another potential source emerges.
The King-Fisher justification is a class J&A approved July 11, 2022 by the NAVFAC Pacific A-E/Construction Contracts Division Director, with authority expiring July 10, 2027. It cites 10 U.S.C. 3204(a)(1) and (b)(B)(i) and (ii) and FAR 6.302-1 and authorizes a maximum of 252 King-Fisher fire alarm radio transmitters at Joint Base Pearl Harbor-Hickam. The covered nine FY23 and FY24 projects require approximately 15 transmitters (12 in FY23 and 3 in FY24), funded through Military Construction and Operation and Maintenance accounts. The existing system has two King-Fisher receivers and 748 operational transmitters. NFPA Code 72 caps the two receivers at 1,000 transmitters total. Requirements include NRTL listing, FM approval (which covers only single-manufacturer systems), and NTIA-compliant narrowband radio. A market survey on SAM on April 7, 2022 identified no alternative sources. Replacing receivers would cost approximately 3 to 5 times the transmitter cost.
