About this opportunity
The Department of State Office of Acquisition Management issued this sole-source Justification and Authorization (J&A) notice for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract awarded to Johns Hopkins University Applied Physics Laboratory (JHU/APL) on March 30, 2026. The contract provides engineering, research, development, test and evaluation, and analytical support services to the Bureau of Diplomatic Security's Office of Security Technology across six core competency areas: systems engineering support, test and evaluation support, advanced concepts and technologies development, reverse engineering and forensic prototyping, advanced analytics, and independent validation and verification of third-party systems. The sole-source justification is predicated on JHU/APL being the only University Affiliated Research Center among thirteen designated UARCs capable of meeting the government's specialized requirements, particularly in Counter Remote Control Improvised Explosive Device Electronic Warfare systems development and armor protection technologies, combined with the organization's years of direct support to the Department of State and unique institutional knowledge of diplomatic security needs. The IDIQ contract carries a ceiling value of $22,295,922.00 with an initial task order valued at $5,362,050.00, with performance extending from March 7, 2026, through March 6, 2031, for the IDIQ and through March 31, 2031, for the task order. Market research was conducted and confirmed that no commercial sources or competing UARCs possessed equivalent capabilities to satisfy the government's technical and operational requirements.
