About this opportunity

The Department of State's Office of Acquisition Management issued a Justification for Exception to Fair Opportunity for interim social media management services in Spanish, French, and Portuguese languages, awarded to Sensis Agency (Sensis Inc.) under contract GS07F0615W on March 28, 2026. The exception to fair opportunity was justified under FAR 16.507-6(b)(1) based on urgent agency need, as the Department determined that providing a fair opportunity process would result in unacceptable delays in countering foreign adversaries' propaganda and accurately portraying U.S. Government policies to priority language audiences. The awarded vendor will provide comprehensive social media services including content creation, promotion, analytics, reporting, translations, and coordination across media hubs in Miami and Brussels with an estimated total cost of $950,000.00 for an maximum 18-month period. The interim award structure includes a six-month base period, a six-month option period, and a potential six-month extension, allowing the Department to maintain effective communication in the Spanish, French, and Portuguese-speaking world while it prepares a follow-on award through limited competition using a GSA Schedule with small business set-aside.

Notice text

This acquisition was conducted pursuant to 41 U.S.C. 4103 and 4106 as implemented by FAR 16.507-6 Exceptions to Fair Opportunity and substantiated by the following:

FAR 16.507-6(b)(1) – The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

Mission Impact: The requirement provides an accurate portrayal of USG policies and people in the language priority audiences speak, countering foreign adversaries’ propaganda, and reinforcing American leadership globally so that foreign publics are inclined to support policies that make the United States and its partners and allies safer, stronger, and more prosperous.

Consequences of Termination: The Department would lose an effective mouthpiece in the Spanish, French, and Portuguese-speaking world, ceding the online information space to false narratives particularly related to Department priorities such as immigration.

Awarded contract GS07F0615W to unknown vendor for unknown amount on 2026-03-28.
