About this opportunity
The General Services Administration Assisted Acquisition Services FEDSIM intends to increase the ceiling on Task Order 47QFCA24F0018 under the GSA ASTRO Support Pool on a sole-source basis, raising the total value from $414.857 million to $567.636 million, a $152.779 million increase to support the U.S. Army Combat Capabilities Development Command C5ISR Center.
The justification cites FAR 16.507-6(b)(3) under GSA Class Deviation RFO-2025-16, treating this as a logical follow-on to the original competitive award. The ceiling increase is driven by extraordinary and unanticipated demand resulting from multiple concurrent global conflicts and contingency operations, including ongoing support in Ukraine, Iran-related activities, domestic UAS incursion events, and the establishment of Joint Interagency Task Force 401. The Government has exhausted available internal funding realignments and cannot await the 12-18 months required for a new competitive acquisition.
The task order, competitively awarded on May 20, 2024, on a Cost Plus Fixed Fee basis, delivers professional services including Commercial Based Technology Analysis, program management, logistics, training, engineering, and technical support across four core task areas: Program Management, Program Integration Support, Global Operational Support and Threat Support, and Technical Information and Insight Support. Period of performance runs through May 19, 2029, including all option periods. GSA AAS confirms the effort remains within original scope and plans to initiate a competitive follow-on acquisition to ensure continuity beyond the current contract period.
Notice text
This Justification for an Exception to Fair Opportunity to increase the ceiling for Task Order 47QFCA24F0018 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA24F0018 provides professional services to the C5ISR Center and its customer organizations, delivering technology and countermeasures to the warfighter, including Commercial Based Technology Analysis (CBTA), program management, logistics, training, engineering, and technical support services.
A fair opportunity to compete was provided under the original TOR 47QFCA24R0002 issued to all contractors under the GSA ASTRO Support Pool multiple award contract. The logical relationship between the original competed order and this follow-on ceiling increase is reasonable because the scope, nature, and type of work remain identical to those originally solicited; the volume of mission-validated requirements has simply exceeded original estimates due to the dynamic and rapidly evolving threat environment supporting C5ISR customers.
Awarded contract 47QFCA22D0408 to unknown vendor for unknown amount on 2024-04-26.
