Justification for Exception to Fair Opportunity Under IDIQ Contracts
This document is a Justification for an Exception to Fair Opportunity filing for a ceiling increase to an existing IDIQ contract.
Contract Overview and Modification Details
GSA Assisted Acquisition Services (AAS) is seeking approval to increase the ceiling on Task Order 47QFCA24F0018, titled Global Operational Support, Information Insight, and Threat (GOSIIT), issued under the GSA ASTRO Support Pool. The TO was competitively awarded on May 20, 2024, on a Cost Plus Fixed Fee (CPFF) basis with an initial ceiling value of $414,857,176 and a Period of Performance from May 20, 2024, through May 19, 2029, including all option periods. GSA AAS proposes to increase the ceiling by $152,779,419, raising the total TO amount to $567,636,595, representing a 36.83 percent increase. The modification covers expansion of in-scope work supporting the U.S. Army Combat Capabilities Development Command (DEVCOM), C5ISR Center in the delivery of professional services including Commercial Based Technology Analysis (CBTA), program management, logistics, training, engineering, and technical support services across four core task areas: Program Management, Program Integration Support, Global Operational Support and Threat (GOST) Support, and Technical Information and Insight (TI2) Support.
Justification and Authority
The ceiling increase is justified under FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16) as a logical follow-on to the original competitive award, with all awardees provided fair opportunity. The increase is driven by extraordinary and unanticipated demand resulting from multiple concurrent global conflicts and contingency operations, including ongoing support in Ukraine, Iran-related activities, domestic unmanned aircraft system (UAS) incursion events, and the establishment of Joint Interagency Task Force (JIATF) 401. The Government has exhausted all available internal funding realignments and cannot wait the 12-18 months required to conduct a new competitive acquisition. The estimated value is determined to be fair and reasonable based on current performance data, projected burn rates, and mission partner requirements, with labor, travel, ODC, and M&E rates remaining stable. GSA AAS confirms that the effort remains within the original TO scope and is executing in accordance with applicable regulations and oversight requirements, and will initiate planning for a competitive follow-on acquisition to ensure continuity beyond the current contract period.
