About this opportunity
The Naval Facilities Engineering Command, under the Department of the Navy, issued this sole source justification for a task order to support Marine Corps Base Camp Pendleton's compliance with Government-to-Government consultation requirements under the National Historic Preservation Act. The contract, awarded to Statistical Research, Inc. (SRI) on September 30, 2025, encompasses ethnographic study services and Traditional Cultural Property evaluations designed to identify and assess properties with traditional religious and cultural significance in collaboration with the Pechanga Band of Indians and Rincon Band of Luiseno Indians. The justification for sole source selection centers on SRI's unique qualifications, particularly through an employee with specialized expertise in tribal consultation and established relationships with the specific tribes involved, with the contracting officer noting that competing contractors would require 9-18 months and substantial additional expense to develop comparable capabilities. The firm fixed-price task order was valued at $399,565.64 and carries a one-year period of performance critical for informing future planning and project development at the installation. The tribes explicitly recommended SRI as the only contractor capable of successfully executing the comprehensive study, supporting the rationale for bypassing competitive procurement procedures.
