About this opportunity
The Defense Logistics Agency Troop Support Construction and Equipment is issuing a Limited / Sole Source Justification Notice for a bridge action extending the FEMA Generator Program for 170 days from December 21, 2024 to June 8, 2025. The program provides generator lease/rental services for emergency response and disaster relief, covering CONUS and various U.S. territories, with a maximum potential value of $900 million. Five incumbent contractors (ADS, Berger/Cummins JV, Caterpillar, Inglett & Stubbs International, and Texas Power & Associates) will continue to provide rapid deployment of generators, including assessments, hauling, installation, operation, service, and maintenance. The justification leverages 10 U.S.C. 3204(a)(1)/FAR 6.302-1 (Only One Responsible Source) as its legal authority, with the agency noting that a follow-on third-generation acquisition was solicited in October 2023 and future solicitations will be issued on a full and open competition basis. The bridge action ensures continued critical emergency generator support while transitioning to a new competitive procurement strategy.
