About this opportunity

Naval Facilities Engineering Systems Command (NAVFAC) Northwest has increased the ceiling on an existing IDIQ multi-discipline architect-engineer services contract with Rogers, Lovelock & Fritz, Inc. by $27 million under a limited-source justification, raising the contract maximum from $100 million to $127 million on contract N44255-20-D-0002.

The justification cites 10 U.S.C. 3204(a)(2) for Unusual and Compelling Urgency. NAVFAC Northwest identified a shortfall of approximately $27 million in available contract capacity—only $22.5 million remained from the original ceiling—needed to fund mission-critical architect-engineer task orders during the extension period ending September 2026. The increase is necessary to prevent service lapse while the competitive follow-on contract N44255-25-R-1505 undergoes pre-solicitation review and evaluation. A new competitive procurement was not pursued due to anticipated delays that would result in unacceptable disruption to mission-critical services.

The contract was originally awarded September 30, 2020, and has been extended through two prior modifications to September 29, 2026. Work is performed at various government installations within the NAVFAC Northwest area of responsibility, primarily in Washington, Alaska, Idaho, Montana, and Oregon. Services include multi-discipline architectural design and engineering—spanning architectural, mechanical, electrical, civil, structural, fire protection, commissioning, and environmental disciplines—for design-build requests for proposals and construction documents supporting Department of War facilities and systems.

Notice text

This is a notice of publication of a redacted Justification and Approval (J&A) for a ceiling increase to an existing Indefinite-Delivery/Indefinite-Quantity (IDIQ) multiple discipline architect-engineer (A-E) services  contract to Rogers, Lovelock & Fritz, Inc., Orlando, Florida 32814, in accordance with FAR 6.305.

Work will be performed at various government installations within the NAVFAC Northwest area of responsibility, primarily in Washington, Alaska, Idaho, Montana, and Oregon.
