About this opportunity
The Air Force Life Cycle Management Center (AFLCMC/WVB) has awarded a sole-source contract to CAE USA Inc. for the acquisition of one FAA Level D Qualified 747-8i Full Flight Simulator and an Initial Logistics Support Package, valued at $45.3 million, under contract FA8641-26-C-B002.
The justification cites 10 U.S.C. 3204(a)(1), implemented by FAR 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Market research determined that CAE is the sole manufacturer of commercial Level D certified 747-8 simulators worldwide, having delivered all such simulators on the global market and holding subcontracts for future 747-8i FFS deliveries. A Sources Sought Notice was released on SAM.gov on December 22, 2025, with a submission deadline of January 16, 2026.
The simulator will be delivered and installed at Joint Base Andrews, Maryland. The contract includes site survey, delivery, installation, operational hardware and software, cybersecurity compliance, and initial support and maintenance spanning 12–18 months. The simulator features full motion with six degrees of freedom, high-resolution visual systems, comprehensive aircraft systems simulation, and an instructor operating station. The Government will acquire technical data, computer software, and documentation necessary for future competitive follow-on operation and maintenance under separately priced contract line items. The award is on a firm-fixed-price basis, with pricing determined through analysis of sales data and budget estimates. Place of performance for contractor operations is Tampa, Florida.
