About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response (BARDA) issued this Justification and Approval for Other Than Full and Open Competition to increase the ceiling on an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Battelle Memorial Institute from $45 million to $67.5 million, representing a $22.5 million increase to contract 75A50122D00007. The modification supports research and development activities for the Nonclinical Development Chemical Network, which focuses on developing Medical Countermeasures (MCMs) against chemical, biological, radiological, and nuclear (CBRN) threats through cost-plus-fixed-fee pricing. The sole-source justification is based on the requirement for critical in-scope modifications to two active task orders (Chem 2202 and Chem 2205) that only Battelle can fulfill due to its government-approved facilities and regulatory clearances for handling high-surety chemical agents, combined with the fact that transferring work to alternative contractors would require approximately 18 months for technical transfer and create unacceptable delays to national security initiatives. Battelle Memorial Institute, located in Columbus, Ohio, was awarded this contract modification on April 8, 2026, with a performance period extending from August 1, 2022, through July 30, 2027. While the original IDIQ was competitively awarded in 2022 through full and open competition among three contractors, this modification provides sole-source funding for specific task order modifications that require Battelle's unique capabilities and existing infrastructure.
