About this opportunity

This Limited/Sole Source Justification Notice from the Department of the Navy Naval Facilities Engineering Command seeks approval for a sole source award to Southern California Gas Company for an energy conservation project at Naval Base Coronado on San Clemente Island. The project involves replacing existing wind turbines with up to five new 2,500-kilowatt turbines and installing an energy storage system with a 2,000-kilowatt output and 4,000-8,000 kilowatt-hour storage capacity. As the regulated gas utility serving the area, Southern California Gas Company is deemed the only entity able and willing to perform the work under the authority provided in 10 U.S.C. 2913(d) and 2914. The contracting officer determined costs to the government would be fair and reasonable based on the competitive procurement processes utilized.

Notice text

This is a Utility Energy Services Conservation (UESC) Project under the Energy Resilience and Conservation Investment Program, P-1003, to remove existing three-wind turbine generators located on San Clement Island, CA, and replace them with two (2) new wind turbines at 1,000 Kilowats each and provide one (1) new Battery Energy Storage System.
