About this opportunity

The Federal Emergency Management Agency has awarded a sole-source contract to ESi/Juvare for the Unified Command Platform, a commercial Software-as-a-Service crisis management system, under contract GS-02F-142BA / 70FA3126F00000031 on May 13, 2026.

FEMA justifies the sole-source award under 41 U.S.C. 3004(a)(1), only one responsible source, based on ESi/Juvare's role as the original manufacturer and sole proprietor of the platform, 14 years of institutional knowledge specific to FEMA's customized environment, and documented status as the only vendor meeting all 26 core capability requirements with an existing commercial product. Market research evaluated 54 vendors and received 14 formal responses; only ESi/Juvare satisfied all functional, technical, and schedule requirements on Day One. A May 2025 cost-benefit analysis estimated rebuilding the system as government-owned would cost $16–25 million and require 24–36 months, plus parallel operational costs.

The SaaS solution provides FedRAMP High (Impact Level 4) authorized hosting, system operations and maintenance, cybersecurity and patch management, elastic scaling, configuration and migration of FEMA's existing workflows and data, and user support for approximately 28,000 users nationwide. The contract structure includes a six-month base period and four one-year option periods. Place of performance is ESi/Juvare's facility at 211 Perimeter Center, Suite 700, Atlanta, GA. The contract is firm-fixed-price under NAICS 541511 (Custom Computer Programming Services), funded through Fiscal Year 2026 Disaster Funds.
