SOLICITATION #SOL-519-12-000003 JUSTICE SECTOR IMPROVEMENT PROJECT EL SALVADOR
USAID/El Salvador is seeking proposals from qualified firms/organizations interested in providing technical support towards rule of law activities in El Salvador. This justice sector program will have a specific focus on two major components: Criminal Justice Reform and Judicial Transparency. There will also be an overarching Citizen Participation Campaign that promotes public oversight and awareness of the reforms taking place under the first two components, as well as a study to inform decisions about future utilization of host government systems. Some of the goals that this project seeks to achieve are raising professional standards for justice sector personnel, improving current criminal justice procedures and practices, expanding community policing, and strengthening the enforcement of the Illicit Enrichment Law and the system for judicial evaluation. USAID/El Salvador views the implementation of this contract as an ongoing interactive process that builds local ownership and capacity to attain sustainable implementation, and offerors are encouraged to develop partnerships with local organizations where possible.
