About this opportunity

The Administrative Office of the U.S. Courts intends to solicit a single-award IDIQ contract for a commercial-off-the-shelf, web-based Jury Management Solution with responses due by October 30, 2026; this is an unrestricted procurement not set aside for small business. The AO seeks to replace its legacy system with a cloud-hosted platform supporting all 94 federal district courts nationwide to manage juror selection, qualification, tracking, financial processing, and statistical reporting, with integration to the Judiciary's Momentum financial management system.

Place of performance is nationwide across all federal district courts. The contractor's existing JMS must already be in active production use across multiple jurisdictions. The solution must support the complete jury lifecycle (petit and grand jury operations), one-step and two-step qualification processes, four-stage cryptographically defensible randomization compliant with NIST SP 800-90A and 800-90B, multi-channel communication (IVR, email, SMS, mobile app), proximity-based check-in, juror fee calculations per 28 U.S.C. § 1871, and IRS Form 1099-MISC generation. Security requirements include Authority to Operate per NIST Risk Management Framework (NIST 800-37 revision 2), Zero Trust Architecture, FIPS 140-3 encryption, continuous monitoring, and exclusive U.S. data residency. The contract spans a five-year base period (December 1, 2026–November 30, 2031) plus two optional periods: a five-year option and an option to extend up to six months. Offerors must complete a pilot validation demonstrating functionality across two fictitious court divisions before nationwide rollout. Evaluation uses best-value trade-off methodology with pilot validation as primary factor, technical as secondary, and price as tertiary. The RFP (USCA27R0009) issues October 19, 2026.
