Impact How large the interruption is to the business areas:

1. High/Extensive/Widespread: There is a Judiciary-wide issue with a service offering (all users are impacted).

2. Medium/Significant/Large: There is an issue with a service offering that is impacting users at different court locations.

Metric Measured By

3. Low/ Moderate/Limited: There is a single or multi-user issue for a service offering that is not significant.

Urgency The speed at which the incident needs to be resolved:

1. High: A critical service cannot be provided to judiciary users or the public.

2. Medium: A non-critical service (see list below) cannot be provided to judiciary users or the public.

3. Low: A single user cannot complete a job function (informational).

Table 4 – Incident Response and Restoration Requirements

Partnering organizations will coordinate with NSD to identify source of issue (i.e. Service or supporting service issues) Note: NSD in this context includes NIOO back shops functions

Table 1 – OCS Matrix Type Summary NSD Reporting

Threshold Need to Know

Outage Complete loss of functionality to a service or environment

Notify immediately upon identification

- Detailed description of the outage

- Root cause if known

- Mission impact for affected users

- Start date and time

- Courts/Districts affected

- Current action/status/update on resolution

- Target time to restore

- Follow NSD Incident procedures for

Ticket submission/management processing

Degradation Loss of partial functionality

Notify immediately upon identification

- Detailed description of the outage

- Follow NSD Incident procedures for ticket submission/management processing

• Event Management – This is the process that monitors all events that occur through the IT infrastructure. It allows for normal operation and detects and escalates exception conditions. Partnering organizations will provide NIOO and any other supporting entities with view access to performance monitoring, capacity usage, and event alerting/notification dashboards/tools.

o Upon an Event:

o The Partnering Organizations Tier 2 and/or Tier 3 support team must integrate the Tier 1 NSD into release and deployment management activities to ensure the NSD is informed and postured to support pending service changes. In order accomplish this the following must occur:

Release and Deployment Management The NSD must be informed during the Release Planning phase in terms of what changes will be deployed as part of the release package and the associated release schedule

The NSD must be informed of when the production environment will be updated as part of the release deployment phase

The Partnering Organizations Tier 2 and/or Tier 3 support team(s) must be available to provide Early Life Support to the NSD for 2 weeks upon fielding of a change to service or addition of new capability

Knowledge transfer must occur for relevant information compiled from the transition phase, as well as training for NSD personnel three weeks before a release is deployed to the production environment

Assistance with identifying workarounds as issues are identified Updating of Tier 0 as appropriate

During normal operations the NSD interface with Tier 2 and/or Tier 3 will be accomplished predominantly via the NSD ITSM ticket system, but in Early Life Support this communication may need to be more direct/responsive/near real-time and require the NSD to call Tier 2 and/or Tier 3 and/or vice versa

Authorized Service Interruptions (ASIs) NSD leverages the OCS Bulletins and Service Availability for Planned

Maintenance or ASIs to provide awareness to the Courts regarding scheduled changes to Judiciary Services.

Partnering organizations must submit a completed OCS Bulletin template, noted in the provided OCS Bulletin document, to the Program Office no less than (NLT) 7 business days prior to required ASIs and then provide status regarding successful completion or failure of Planned Maintenance/ASI to the partnering organizations NLT 2 hours of the planned ASI end time so that the Judiciary can be made aware. Refer to the provided OCS Bulletin Template document for instructions.

• Knowledge Management – Partnering organizations will work to provide:

o Provide live and/or recorded demonstrations, and training aids for new functionality or process changes o Provide Release notes and access to knowledge articles and repository for any new or enhanced features of the onboarded service offering one week before the release is deployed to the Test/Train environments o Provide Help Desk training for all roles noting new functionality and process changes for Tier 1 NSD staff three weeks before the release is deployed to production for NSD Support o Work with partnering organizations to provide technical knowledge articles for Tier 0 and internal knowledge base o Maintain a Known Error Database (KEDB), and provide training to Tier 1 NSD on known workarounds

• Access Management – Tier 1 NSD will require elevated permissions to support the end user community.
