SOLE SOURCE ANNOUNCEMENT

1. Introduction
U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to CSA Ocean Sciences 8502 SW Kansas Ave., Stuart, FL 34997

2. Description of Services
This is a non-personal services contract to provide seagrass harvest, planting and immediate post planting monitoring at the Julia Tuttle Seagrass Mitigation Area for impacts to seagrasses associated with dredging of the USCG vessel HUDSON's slip at the Miami Beach Coast Guard Station, Miami-Dade County, FL. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to conduct this natural resource survey as defined in the Performance Work Statement except for those items specified as government furnished property and services.

The NAICS code is 541620

3. Authority
DFARS 206.302-1, Only One Responsible Source

4. Reason for Sole Source
(a) Background: Miami-Dade County is located on the southeast of Florida between Fort Lauderdale and the Florida Keys. The county is bounded to the north by Broward County and to the south by Monroe County. The Julia Tuttle Mitigation Area is located immediately north of the Julia Tuttle Causeway, between the Intracoastal Waterway and Miami Beach. The harvest and planting of seagrasses shall take place within a 0.5 acre area selected by the contractor, from a larger 2.5 acre area which is barren of seagrass after the construction of a larger seagrass mitigation area. The site selection shall based on the contractor's expert opinion and extensive experience with seagrass restoration projects in Florida and knowledge of the larger area to located an optimal area within the 2.5 acres for the planting of the 0.5 acres.

(b) Justification: Based on CSA performing the Miami Harbor seagrass mitigation, acquiring an additional contractor to perform the same actions, in the same mitigation area while the Miami Harbor harvest and planting is underway is not cost-effective or safe due to the shallow waters, and resulting high numbers of divers which would occur if the number of contractors was increased from one to two, as each team requires numerous divers and boats to operate in the area.

5. No solicitation package will be issued.
This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on July 22, 2015. Inquiries will only be accepted via email to jesse.lugo@usace.army.mil. No telephone requests will be honored.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
