Task 1 - Field Activities:
A) SEAGRASS HARVEST – The Contractor shall harvest S. filiforme from the approved seagrass harvest areas for the Miami Harbor seagrass mitigation at the Julia Tuttle Mitigation Area. Harvest of apical meristems (aerial runners or meristems in the sediment) will be the focus of the collection. The contractor shall use the means and methods described in the “Julia Tuttle Mitigation Project’s Seagrass Harvest and Planting Strategy” submitted and approved for the Miami Harbor Deepening Project, Contract W912EP-13-C-0015 (attached).
B) SEAGRASS PLANTING – The contractor shall plant the harvested seagrass on 1 meter centers within a 0.5 acre area of the 2.5 acres which were not planted as part of the Miami Harbor Julia Tuttle Mitigation Area using the means and methods described in the “Julia Tuttle Mitigation Project’s Seagrass Harvest and Planting Strategy” submitted and approved for the Miami Harbor Deepening Project, Contract W912EP- 13-C-0015 (attached).
C) 30-DAYS POST PLANTING MONITORING - The Contractor shall conduct a monitoring event within 30 days of planting being completed to verify that the PU's were assembled and planted per planting plan and are anchored in the sediment. Quality control during planting should be employed to be sure the work is completed as referenced in Fonseca et al 1998. Upon failure of 70% or more of the PUs to survive, the Contractor shall assess the potential reasons for failure and coordinate with the COTR to determine if additional planting would result in higher survival, or if alternative remediative measures must be taken to increase survival to acceptable rates (>70% of all PUs). The assessment of remediative measures must be completed and submitted to the COTR within 30-days after the survey is complete.
D) ANNUAL MONITORING – The Contractor shall conduct an annual monitoring event during the summer growing season for the 0.5 acre area which was planted in the summer of 2015. During the annual kick off meeting to be held in February of each year’s required monitoring, the contractor shall provide a monitoring plan that provides for the documentation of success of the seagrass mitigation for review by the Corps. Comments and questions about the monitoring plan shall be provided from the Corps to the Contractor. The contractor shall provide edits to the plan in response to the comments, as appropriate.
Task 2 - Report of Findings:
A) Report of Survival: Within 45-days after completion of the post-planting monitoring and determination , of survival of >70% of the PUs, the contractor will prepare a report detailing a description of methodology used to harvest the grass, prepare and plant the PUs, survey for success of the plantings and results of the survival survey. The contractor will provide two hard copies and two CD’s to the District as detailed in Section 5.3.
B) Annual Report of Findings: Within 60-days after completion of the annual monitoring of the grass area planted in the summer of 2015, the contractor will prepare a report detailing the expansion of the planted seagrasses over the previous year, species composition, aerial coverage and density. The contractor will provide two hard copies and two CD’s to the District as detailed in Section 5.3.

PART 5
SPECIFIC TASKS
5.1. Basic Services: The Contractor will address all tasks as described below for the completion of harvest, planting and 30-day post-planting monitoring at the Julia Tuttle Seagrass Mitigation Area, Miami, Florida.
5.2. Field Activities:
Seagrass Harvest
1. The contractor shall harvest apical meristems (aerial or in the sediment) of S. filiforme within the harvest area. Transects up to approximately 100 m long will be established perpendicular to the mitigation site.
Each transect will be spaced at least 5 m apart, and individual harvest sites along each transects will be at least 2 m apart to avoid overharvesting.
2. For collection of the aerial runners, scientific divers will selectively harvest the above ground apical rhizomes (vegetative propagules) using small hand tools or by hand. As divers progress along the transects, the aerial runners will be placed in mesh bags and kept submerged while transported to a transfer vessel and a PU assembly vessel.
3. For the collection of below-ground apical rhizomes, scientific divers will remove seagrass plants from within a specific harvesting site (approximately 0.25 m2) along the pre-established transects within the donor area(s) following the required spacing of 2 to 5 m between harvest points to avoid potential overharvesting. As divers progress along the transects, the aerial runners will be placed in mesh bags and kept submerged while transported to a transfer vessel and a PU assembly vessel.
Seagrass Planting Unit Assembly and Planting
1. Material collected from the donor areas will be stored in situ at the PU assembly vessel in mesh storage units to maintain their condition. PU fabrication will be conducted in the shade and plants will be continually wetted or submerged to prevent desiccation. PUs will be assembled by tightly wrapping the sorted bundles of seagrass (four to five apical meristems) with biodegradable ties and anchoring staples.
The assembled PU will be placed overboard in mobile flow-through storage units for transport to the planting locations.
2. Divers will install the PUs on 1 meter centers within the selected 0.5 acre area selected from the larger Miami Harbor Julia Tuttle Mitigation Area using the staple method “in compliance with the guidance document "Guidelines for the Conservation and Restoration of Seagrasses" (Fonseca et al. 1998)”. Prior to planting, quality control checks of plant and PU condition will be performed periodically on arbitrarily selected PUs to compute an average of rhizome apicals per PU and document the absence of desiccation injury or physical damage to plants as well as the integrity of the PU assembly. Similarly, once planted, PUs will be spot-checked for proper installation in the seafloor.
30-Day Post-Planting Monitoring The Contractor shall conduct a monitoring event within 30 days of planting being completed to verify that the PU's were assembled and planted per planting plan and are anchored in the sediment. Quality control during planting should be employed to be sure the work is completed as referenced in Fonseca et al 1998. Plots with no visible seagrass growth and no rhizomes detected during the survey will be considered to have failed.
Five Annual Monitoring Events The Contractor shall conduct five annual monitoring events during the growing season (June – September) to document the species composition, aerial coverage and density of the planted seagrasses as well as documenting the expansion of the grasses over the planting area between each year and compared to the original planting. The contractor shall use peer reviewed, scientifically defensible survey methods and shall provide the method proposed survey methods at the pre-survey kick off meeting in February of each survey year.
Dive Safety Plan: The Contractor shall submit their plan annually for review by the diving safety officer.
a) The contractor’s diving operations shall comply with all the requirements of Section 30 of the U.S. Army Corps of Engineers “Safety and Health Requirements Manual”, EM 385-1-1 (3 September 1996); and Appendix P, “Contract Diving Operations”, to Jacksonville District Regulation CESAJR 385-1-1 (1 September 1998). A diving operations plan and the other submittal items specified below must be reviewed and accepted by District Diving Coordinator and the Safety Office Prior to the commencement of any diving operations conducted under this delivery order.
i) Dive Operations Plan, to include all the items specified in paragraph 30.A.13 of EM 385-1-1. This plan shall contain information specific to the diving operations to be performed on each dive.
