Paragraph 1:
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking to procure 7,225 drill rifles and associated accessories for the U.S. Army Cadet Command JROTC Programs. The drill rifles must meet specific requirements outlined in the Statement of Work, including details on overall length, barrel length, weight, center of gravity, stock and handguard materials, and metal components. The government will award a firm fixed price contract to the lowest priced, responsive, and responsible offeror. Quotes are due by email to Ranetta M. DeRamos by 10:00 AM Eastern Time on August 27, 2024.

This is a total small business set-aside procurement with a NAICS code of 339930 (Doll, Toy, and Game Manufacturing) and a size standard of 700 employees. The existing drill rifles in the JROTC inventory are over 6 years old and no longer meet the competition quality standards required for regional and national drill competitions. Deliveries will be made to approximately 1,744 Army JROTC units located across the United States and its territories within 30 days of contract award.

MICC - Fort Knox is purchasing 7,225 Drill Rifles and additional accessories for the U.S. Army Cadet Command JROTC Programs.
The Army JROTC Program has required units to conduct Drill and Ceremony with its Cadets since it began over a 100 years ago. Approximately 1701 of the 1744 Army JROTC units have an active Drill and Ceremony program wherein nearly 30,000 Cadets participate in 4 levels of competition (local/school district, Brigade, Army Nationals, and All Service Nationals).
Each Army JROTC unit is authorized 45 drill rifles for its Cadets. More than 50% of the drill rifles in USACC JROTC inventory were purchased nearly six (6) years ago. Although adequate at the time, because of new composite stock material they are not of the competition quality required for most drill competitions conducted at the regional and national levels today.
Physical copies of the SF1449 and other documents will not be provided. Prospective offerors must download the SF1499 and all documents from this notice.
See the attached SF1499 and attachements for additional details. Deliveries will be to multiple locations IAW the Consolidated Delivery Addresses listing.
