About this opportunity
The United States Army Corps of Engineers Pittsburgh District intends to solicit a contract for retrofitting of existing hydraulic structures within an active navigation lock at the John P. Murtha facility, with no set-aside applied.
The prime contractor must execute complex in-the-wet construction methods, including installation of Government-furnished Floating Mooring Bitts into a contractor-fabricated embedded frame on the River Chamber Middle Wall. The scope requires design, fabrication, and installation of two dewatering boxes (cofferdam) with a strict maximum duration of 90 days for structural steel dewatering boxes sealed against lock monoliths. Contractor responsibilities span floating plant operations (crane/deck barge and push boat) fully compliant and moored in an active river chamber per EM 385-1-1; heavy demolition and concrete work including wire-sawing, core drilling, and cast-in-place concrete integration; fabrication of heavy steel embedded anchorage frames and salvaging/installation of Government-furnished mooring bitts; and provision of certified commercial dive teams for underwater inspection and rigging support.
All altered or removed existing work must be repaired or replaced to match existing or adjoining work as approved by the Contracting Officer. Upon completion, existing work must be in a condition equal to or better than its pre-construction state.
Place of performance is the John P. Murtha lock facility. The procurement aligns to NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Z2KA (Repair or Alteration of Dams).
