Required capabilities include submission in Microsoft Word and TeX formats with unlimited supplemental uploads; preprint posting with DOI registration; open peer review; single-source XML publishing supporting JATS 1.4 and MathML 3.0; Git-style code repositories per article; containerized compute environments (Docker) for reproducibility verification; continuous article-by-article publication; customizable UI; full-text search with MeSH taxonomy integration; social media integration; mobile-responsive design; and usage statistics compatible with Google Analytics, Altmetric, and Dimensions. The platform must meet WCAG 2.2 Level AA accessibility standards.
Period of performance is one year with a potential six-month phase-out. The contractor must provide all hardware, software, licenses, and internet connectivity. Core support hours are 8:00 a.m.–5:00 p.m. Eastern Time, Monday–Friday. Respondents must submit business information, UEI, socioeconomic status, and detailed capability statements describing three comparable projects completed as prime contractor within the last three years to Jacob Balenson (jacob.balenson@nih.gov) or Shirley Ruiz-Lundgren (shirley.ruiz-lundgren@nih.gov).
