About this opportunity
The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is conducting market research to identify qualified sources capable of publishing eight USGS manuscripts in an energy science-themed journal. This Sources Sought Notice seeks information on industry capabilities and qualifications from potential contractors across all business categories, with particular encouragement for participation from small businesses, Section 8(a) firms, HUB-Zone businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and Economically Disadvantaged Women-Owned Small Businesses. The primary requirement is that the journal must operate under a Creative Commons or similar license providing immediate open access, allowing others to freely share, distribute, and build upon the work with proper attribution. This is a market research effort only and does not constitute a formal solicitation; respondents will not be notified of evaluation results, and the Government makes no commitment to issue orders or contracts based on responses received. The response deadline is December 22, 2025, with inquiries directed to Mindie Dixon at mdixon@usgs.gov.
This opportunity carries no set-aside designation and is classified under NAICS Code 513120 (Periodical Publishers) with a size standard of 1,000 employees. No specific award value or budget range has been disclosed in the notice, and no current contractor or incumbent information is provided. The scope is limited to publishing eight energy science-themed manuscripts, representing a defined quantity of work rather than an ongoing service engagement. Specific contract requirements and performance objectives remain subject to change prior to any formal solicitation release. The notice emphasizes that this Sources Sought is for market research purposes to ensure adequate competition among potential responsible contractors in the pool of available sources.
