About this opportunity

Military Sealift Command intends to solicit a Jones Act Charter Procurement for new-build vessels and is conducting an industry Request for Information due September 17, 2026 at 1400 Eastern Time to inform procurement strategy. No set-aside is anticipated.

MSC seeks detailed feedback on contract structure, pricing, and financing feasibility across seven key topics. The Government is evaluating whether a 10-to-15-year contract with a one-year base period and consecutive one-year options would support vessel financing, what minimum contract length is required, and whether a multi-year structure with a firm base period (5-, 10-, or 15-year options) would facilitate financing. Industry input is also requested on the minimum firm base period length needed to secure financing.

Respondents should provide estimated daily charter hire rates for five specific contract structures ranging from a 1-year base with 4 one-year options to a 15-year base period. MSC is also seeking industry feedback on willingness to propose new-build vessels without Government-provided termination fees or liability clauses, conditions under which such proposals would be viable, and other market considerations affecting the ability to propose new-build Jones Act tankers.

Responses are non-binding and do not commit the Government to reimburse response preparation costs or to issue a contract. Submissions should be directed to Brittany Miller (brittany.d.miller22.civ@us.navy.mil, 904-968-0182) and F. Carley Orvin (franklin.c.orvin.civ@us.navy.mil, 564-230-3731).
