About this file
This is a Request for Information (RFI) from the Military Sealift Command (MSC), Contracts & Acquisitions division, seeking industry feedback to inform a future Jones Act Charter Procurement for new-build vessels. The market survey, numbered SS-26-168 and issued September 2, 2026, is non-binding and does not commit the Government to pay costs incurred in preparation of responses or to contract for services.
MSC is soliciting detailed industry input on seven key topics: (1) whether a 10-to-15-year contract structure with a one-year base period and consecutive one-year options would enable financing of new-build Jones Act tankers; (2) the minimum contract length required to secure such financing; (3) whether a multi-year contract with a firm base period (5-, 10-, or 15-year options) would facilitate financing; (4) the minimum firm base period length needed for financing; (5) estimated daily charter hire rates for five specific contract structures ranging from 1-year base with 4 one-year options to 15-year base period; (6) industry willingness to propose new-build vessels without Government-provided termination fees/liability clauses and under what conditions; and (7) other market considerations impacting the industry's ability to propose new-build Jones Act tankers. Responses must be submitted by September 17, 2026 at 1400 Eastern Time to Brittany Miller (brittany.d.miller22.civ@us.navy.mil, 904-968-0182) and F. Carley Orvin (franklin.c.orvin.civ@us.navy.mil, 564-230-3731).

FROM: Military Sealift Command, Contracts & Acquisitions (N10)
MARKET SURVEY NO: SS-26-168
SUBJECT: Market Survey for Jones Act Charter Procurement of New-Build
Vessels
THIS IS A REQUEST FOR INFORMATION ONLY, AND YOUR RESPONSE IS NOT AN
OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT
TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS
MARKET SURVEY OR TO CONTRACT FOR SERVICES.
1. Military Sealift Command (MSC) requests industry feedback with the intention to solicit a
Jones Act Charter Procurment for new-build vessels.
2. Interested parties are requested to provide answers to the following questions:
a. Would a 10-to-15-year contract, consisting of a one-year base period and consecutive one-year option periods, enable an offeror to obtain financing for the construction of a new-build Jones Act tanker?
b. If yes to question (a), what is the minimum contract length required to secure financing?
c. Would a multi-year contract with a firm base period (e.g., a 5-, 10-, or 15-year base period) enable an offeror to obtain financing for the construction of a new-build Jones Act tanker?
d. If yes to question (c), what is the minimum length of the firm base period required to secure financing for construction?
e. Please fill in the below estimated daily rates based different contract terms.
Contract Term Daily Charter Hire Rate
1 Year Base Period with
(4) 1-year Options 1 Year Base Period with
(14) 1-year Options 5 Year Base Period with
(2) 5-Year Options 10 Year Base Period with (1) 5-Year Option
15 Year Base Period
f. Historically, MSC has permitted offerors to propose termination liability/fees in contracts to mitigate capital expenditure risks and minimize upfront front-loading of these costs during the base period. Would companies be willing to propose a new-build Jones Act vessel if the Government does not include termination fees in this procurement? If so, under what scenarios would an offeror be willing to submit a proposal without front-loading these capital costs into the base period?
g. Are there any other considerations or market conditions that MSC should be aware of that could impact the industry’s ability to propose a new-build Jones Act tanker?
3. MSC requests responses no later than 17 SEP 2026 at 1400 Eastern Time. Responses should be e-mailed to Brittany Miller at brittany.d.miller22.civ@us.navy.mil and F. Carley Orvin at franklin.c.orvin.civ@us.navy.mil. The point of contact for this action is Brittany Miller, who can be reached at (904) 968-0182 and F. Carley Orvin at (564) 230-3731.
