About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base has awarded a $49 million indefinite-delivery / indefinite-quantity contract to Northrop Grumman Systems Corporation for software and engineering support of the Joint Threat Emitter program on a sole-source basis.
The contracting activity (AFLCMC/WNRK) justified the award under 10 USC 3204(a)(1) on the basis that Northrop Grumman is the only responsible source capable of providing the required support. The justification rests on Northrop Grumman's proprietary ownership of the Combat Electromagnetic Environment Simulator software and the JTE system's integration with that proprietary technology. Market research conducted from September 2024 through April 2025—including a Sources Sought posted October 1, 2024 (9 responses), an Industry Day on January 27, 2025 (6 vendors), and one-on-one sessions in February 2025 (4 vendors)—confirmed that no other source possesses the necessary software tools, source code, system specifications, or expertise to provide complete software maintenance support. Northrop Grumman declined the government's April 15, 2025 request to purchase expanded software rights for competitive procurement.
The contract is structured as a basic ID/IQ with a five-year ordering period plus a six-month Option to Extend Services, for a total potential period of five years and six months. Services include program management, software management, cybersecurity, phone support, hardware support and engineering change proposals, travel, shipping, and contractual data requirements lists. The current contract (FA8210-18-C-0001) expires in March 2026. To address future competition, the government plans to conduct a feasibility study on re-engineering the CEESIM software and pursue acquisition of data rights from Northrop Grumman.
