About this file
Summary
This is an Amended Justification and Approval (J&A) document for Other Than Full and Open Competition under the authority of 10 USC 3204(a)(1), justifying a single source procurement. The contracting activity is AFLCMC/WNRK for the Joint Threat Emitter Software/Hardware Sustainment Support program, a sustainment program under PEO Training. The estimated contract cost is $49 million, structured as a Class J&A covering a basic Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with an associated five-year ordering period plus a six-month Option to Extend Services, for a total potential ordering period of five years and six months. The estimated award date is April 2026.
The supplies and services required include 14 Contract Unit Numbers (CUNs) encompassing program management, software support, field software/hardware phone support, Engineering Change Proposals (ECPs), field problem reporting, spares, support equipment, CONUS and OCON US site visits, technical data, travel, shipping, and data services. Both RDT&E and Procurement funds may be utilized as needed. The document was amended to update the contracting officer and paragraph 3, with all other substantive sections (market research, barriers to competition, sources expressing interest, and fair and reasonable pricing determination) remaining unchanged from the prior J&A. Coordination and approval were completed on 23 March 2026 by the Project Lead, Contracting Officer, Local Legal Reviewer, Chief of Contracting Office, and Competition Advocate.
