About this opportunity

The Defense Logistics Agency Aviation is conducting market research for the Joint Services Electronic Combat Systems Tester (JSECST) to identify potential sources for multiple circuit card assemblies with specific National Stock Numbers (NSNs). The agency is seeking to procure five different circuit card assemblies used in the AN/USM-670A JSECST system, with a primary focus on identifying vendors capable of meeting technical specifications. Textron Systems Corporation is currently recognized as the original equipment manufacturer and the only known source with adequate technical knowledge and expertise for these components. Interested parties must submit their responses no later than March 18, 2025, directly to Benjiman Morris and Terrence Wideman via their provided email addresses. The government intends to use Other Than Full and Open Competition procedures as outlined in FAR 6.302-1, indicating a sole-source procurement approach.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity. While the potential award value is not explicitly stated, the procurement involves multiple NSNs for circuit card assemblies with specific part numbers. The government does not currently own technical data, drawings, or schematics related to these components, which further reinforces Textron Systems Corporation's unique position as the preferred vendor. The procurement is specifically for the manufacture of these NSNs/parts in support of the JSECST Program, and the listed items cannot be subdivided for multiple bidders. Respondents are advised that this sources sought synopsis is for informational purposes only, does not constitute a formal solicitation, and the government is not obligated to award a contract based on the responses received.
