About this opportunity

NASA Langley Research Center plans to issue a Request for Proposal (RFP) for the Joint Safety Health Institutional Facilities Team (JSHIFT) contract, which will provide comprehensive safety and health services across multiple NASA centers including Goddard Space Flight Center, Johnson Space Center, and Langley Research Center. The contract aims to deliver institutional and occupational safety services, including safety inspections, emergency preparedness, hazard assessments, fire protection, industrial hygiene, and radiation protection. Potential offerors must submit questions electronically by March 14, 2025, and a virtual pre-solicitation conference is scheduled for March 10, 2025. The anticipated solicitation release date is March 31, 2025, with proposals due on or about April 30, 2025. Past performance will be significantly more important than price in the evaluation criteria, and all responsible sources may submit an offer.

The procurement is set aside as a Competitive 8(a) small business opportunity under NAICS code 541690, with a small business size standard of $19 million. The contract will be structured as a single-award, firm-fixed-price indefinite-delivery/indefinite-quantity (IDIQ) task order contract with a two-year base period and three one-year option periods. While specific incumbent contractors are not named, the contract consolidates existing safety support contracts across multiple NASA centers. The anticipated contract start date is September 15, 2025, with an initial contract award projected for August 18, 2025. The procurement will support safety and occupational health services with the flexibility to issue both firm-fixed-price and cost-plus-fixed-fee task orders throughout the contract's lifecycle, allowing NASA to address varying safety requirements across different centers and mission needs.
