About this opportunity

Naval Supply Systems Command's Fleet Logistics Center Jacksonville is conducting a market survey by September 1, 2026, to identify sources for a fiber-optic telecommunications extension project at Joint Reserve Base New Orleans, with emphasis on small and socio-economic business categories. The contractor will extend Base Communication Office services from Building 30 to Buildings 390 and 90 under a firm-fixed-price contract.

Performance of work occurs at Joint Reserve Base New Orleans. The scope includes planning, scheduling, and execution of fiber and copper plant installation. Inside plant work comprises procurement and installation of a 24-port Cisco switch compatible with the existing BCO switching system in Building 30, along with rack-mounted power distribution units (Tripp Lite UPS systems), fiber patch panels, and copper patch panels in Buildings 390 and 90. Outside plant work mandates installation of one continuous 24-strand single-mode fiber from Building 90 to 390 through existing manhole systems with no splice breaks, 30-foot service loops in manholes, and 15-foot service loops at building entries. All equipment must be commercially available off-the-shelf items. The contractor must furnish all personnel, vehicles, labor, tools, test equipment, and provide 100% fiber and copper testing with redlined results delivered to the BCO Manager.

All personnel require NACI-level background investigations, DBIDS enrollment, and compliance with physical security per OPNAVINST 5530.14 and Homeland Security Presidential Directive 12. Qualified, certified telecommunications technicians must remain designated throughout performance.

Interested vendors must submit a tailored Capability Statement (maximum 15 pages) demonstrating specific technical capability to execute the draft PWS, with company name, CAGE code, UEI/DUNS number, business size and socio-economic status, and government point of contact. Submissions are due by 12:00 P.M. EST September 1, 2026, to timothy.m.corwin.civ@us.navy.mil with subject line "Sources Sought NOLA Switch Extension: N6883626Q0000." The procurement is classified under NAICS 517111 (Wired Telecommunications Carriers), SBA small business size standard 1,500 employees.
