The inside plant requirements include purchasing and installing a 24-port switch compatible with the BCO switching system in Building 30, along with associated rack-mounted power distribution units, fiber patch panels, and copper patch panels in Buildings 390 and 90. The outside cable plant requirements mandate installation of one continuous 24-strand single mode fiber from Building 90 to 390 through an existing manhole system with no splice breaks, with 30-foot service loops in manholes and 15-foot service loops at building entries. All equipment must be commercially available off-the-shelf items, and the contractor must provide 100% fiber and copper testing with results due at project completion via redlines supplied to the BCO Manager. Security requirements mandate DBIDS enrollment, NACI-level background investigations for all personnel, physical security compliance per OPNAVINST 5530.14, and adherence to Homeland Security Presidential Directive 12. The contractor must furnish all personnel, vehicles, labor, tools, materials, test equipment, and specified equipment including Cisco switches, Tripp Lite UPS systems, fiber enclosures, and associated cabling. If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:
· Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center (VCC) representative.
· The VCC will retrieve your information on the computer, ensuring all information is current and correct.
· Once your information is validated, a temporary DBIDS credential is provided.
· Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 180 days).
· For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.
· The representative will enter base access authorization and then you may proceed to work.
· If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:
· Present a letter or official document from my government sponsoring organization that provides the purpose for your access.
· Present valid identification, such as a passport or Real ID Act-compliant state driver’s license. • Present a completed copy of the SECNAV 5512/1 form to obtain your background check.
· Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, fingerprints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential. • You may now proceed to work.
FOR ADDITIONAL QUESTIONS ABOUT OBTAINING A DBIDS CARD, CONTACT YOUR LOCAL BASE VISITOR CONTROL CENTER OR https://www.cnic.navy.mil/om/dbids.html.
8.8 Access to Federal Facilities
Homeland Security Presidential Directive (HSPD)-12; Policy for a Common Identification Standard for Federal Employees and Contractors, mandates Government-wide standard for secure and reliable forms of identification issued by the Federal Government to its employees and/or Contractors (including Contractor employees) for gaining physical access to Federally controlled facilities and logical access to Federally controlled information systems. HSPD-12 directs the Department of Commerce to develop a Federal Information Processing Standards (FIPS) publication to define such a common identity credential. Under this clause, and its implementing directives, Contractor and Contractor employees working at a federally controlled base, facility, or activity performing under this contract shall meet HSPD-12 and FIPS credentialing standards for issuance of the Defense Biometric Identification System (DBIDS) Personal Identity Verification (PIV) card. When access to a base, facility, or activity is required, Contractor employees shall in-process with the Navy Command Security Manager prior to start of contract and shall out-process prior to their departure at the completion of the individual’s performance under the contract. In-processing/Out-processing will be coordinated through the COR/ACOR. To obtain a DBIDS credential and obtain base access; Contractor shall acquire DoD sponsorship via the COR/ACOR, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act compliant state driver's license. Vetting occurs when the individual's background check/investigation and identification are compared against authoritative criminal justice data bases and favorably adjudicated, and the individual has a letter or official document (Sponsorship Letter or SECNAV Form 5512-1) from the sponsoring organization (NCTAMS LANT) which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

Government sponsor recognizes Contractor position sensitivity as Non-Sensitive/Moderate Risk requiring a Suitability Tier 2/Tier 2S background investigation. Duties involve Key Resources, publicly or privately controlled, essential to the minimal operations of the Government; Government service delivery, including customer service; requiring integrity or efficiency of the service; and activities demanding a significant degree of public trust (Government programs or operations).

The Contractor shall be responsible for completing and adhering to the Navy Command Security Contractor Security Vetting Process to ensure the correct security vetting happens prior to Contractors reporting to work and providing required "access" in performance of contract duties. Failure to provide the required documentation for at least 30 days after the start of the contract may result in delaying the individual’s start date.
Regardless of their duties, all Contractor employees shall in-process with the Navy Command's Security Manager prior to start of contract and shall out-process prior to their departure at the completion of the individual's performance under the contract. In-processing/Out-processing will be coordinated through the COR/ACOR. The Contractor shall ensure an active continuous evaluation program for the continuous evaluation of personnel suitability eligibility or assignment to contract duties. Contractor shall inform the COR/ACOR via email within 24hours and submit a written electronic report within five (5) business days of incidents of misconduct by its employees that violate the laws of the United States.
8.10 Interim Access
The Navy Command's Security Manager may authorize issuance of interim suitability determination upon a favorable review of the investigative questionnaire and advance favorable fingerprint results. When the results of the investigation are received, and a favorable determination is not made, the Contractor employee working on the contract under interim access will be denied approval to continue to work on contract.
8.11 Denial or Termination of Access
The potential consequences of any requirement under this clause including denial or termination of physical or system access in no way relieves the Contractor from the requirement to execute performance under the contract within the timeframes specified in the contract. Contractors shall plan in processing their employees and Sub-Contractor employees. The Contractor shall insert this clause in all subcontracts when the Sub-Contractor is permitted to have unclassified access to a federally controlled facility, federally controlled information system/network and/or Government information, meaning information not authorized for public release.
