About this opportunity
The Department of the Navy Naval Supply Systems Command seeks ISC2 Certified Information Systems Security Professional (CISSP) instructor-led training in support of Joint Region Marianas, with proposals due August 10, 2026. The procurement is a 100% women-owned small business set-aside.
Place of performance is Building 4179, Room 109, Apra Harbor, Guam. The requirement is firm fixed price, NAICS 611420 (Computer Training), PSC U012. Training must be delivered in-person on-site during August 17–21, 2026 (0800–1600 hours) for 20 students. The contractor must provide a qualified instructor holding current ISC2 CISSP certification with minimum five years' cybersecurity training experience, official course materials and study guides for all 20 students, hands-on lab exercises with pre-configured workstations, access to online learning portals and practice exams for 180 days post-training, and completion certificates. Training must cover all eight ISC2 CISSP Common Body of Knowledge domains. The government furnishes the classroom facility with power, Wi-Fi, projection equipment, and seating; contractors need only bring instructor computers unless their curriculum requires student computers for laboratory exercises or specialized modules. Study materials may be provided as soft copies. CISSP exam vouchers and exam retake options are not included in scope. Virtual or remote instruction is not accepted; the government cannot accommodate alternate weeks as the classroom is unavailable.
Evaluation criteria are technical capability (instructor qualifications and course materials quality), past performance on similar cybersecurity training contracts within three years, and price. Responses must be submitted in two parts: Part I (technical capability and past performance, maximum 15 pages excluding resumes) and Part II (pricing and administrative documentation). Prevailing wage rates under the Service Contract Act apply to Guam, with rates ranging across 200+ occupational classifications.
Amendment N6264926QH0140001 (issued July 31) moved the response deadline from August 13 to August 10; offerors must acknowledge receipt of the amendment.
