About this file
This is a Questions and Answers document clarifying requirements for Solicitation N6264926QH014, issued by the Department of the Navy Naval Supply Systems Command for ISC2 Certified Information Systems Security Professional (CISSP) instructor-led training in support of Joint Region Marianas (JRM) in Guam.
The Government will provide a classroom venue with seating for twenty students and one instructor, along with power, Wi-Fi connectivity, cables, and projection hardware. Contractors need only bring instructor computers unless their curriculum requires student computers for laboratory exercises or specialized training modules. The training must be delivered strictly in-person and on-site during the fixed dates of August 17-21, with no virtual or remote instruction accepted; the Government cannot accommodate alternate weeks (August 24-28 or August 31-September 4) as the classroom is unavailable during those periods. Study materials may be provided as soft copies rather than hard copies. CISSP Exam vouchers are not included in the contract scope, and exam retake options are not provided. This Q&A document addresses common contractor inquiries regarding training delivery logistics, materials provision, and scheduling constraints for the five-day on-site CISSP certification course.

Text version
1. In the Government-Furnished Items section, it states that the Government will provide a suitable classroom/training venue with adequate seating, power, and active Wi-Fi capabilities for twenty (20) students and one (1) instructor. It further mentions that the classroom will be equipped with the necessary power, Wi-Fi connectivity, cables, and projection hardware, and that “the Contractor will only need to bring their computer to conduct the training.”
Based on this statement, we would like to confirm whether the requirement for computers applies only to the instructor’s computer, or if the Contractor is also expected to provide computers/laptops for the twenty (20) student participants.
GOVERNMENT’S RESPONSE: The Contractor shall not be required to provide computers or laptops for student use, unless the Contractor’s specific course curriculum (such as laboratory exercises, practical applications, or specialized training modules) requires it.
2. A question is regarding "instructor-led CISSP certification training": Does it include Virtual Instructor-led Training?
GOVERNMENT’S RESPONSE: The Contractor shall deliver all training strictly in-person and on-site. Virtual or remote instructor-led training (VILT) shall not be accepted.
3. I read part of solicitation says class must be in August and can be worked out with POC then also says it should be on August 17 to 21. Is this date fixed? Our instructor is only available the week of 24-28.
GOVERNMENT’S RESPONSE: Yes. Unfortunately the classroom is only available from August 17-21.
4. Is the CISSP Exam Voucher included?
GOVERNMENT’S RESPONSE: CISSP Exam vouchers not included.
5. Do you require the hard copy of the official study material from ISC2, or are soft copies sufficient?
GOVERNMENT’S RESPONSE: Soft copies are sufficient.
6. Would you also want to have the retake option for the Exam?
GOVERNMENT’S RESPONSE: CISSP Exam vouchers not included.
7. When is the tentative date for the training?
GOVERNMENT’S RESPONSE: Training room booked for August 17-21.
8. A prospective training partner may be available for the required five-day, on-site CISSP course during either August 24–28, 2026, or August 31–September 4, 2026. The solicitation lists August 17–21 as the period of performance, while the statement of work also says the specific week will be determined upon award in coordination with the Government points of contact. Can the Government accommodate either of these alternate weeks? If only one is acceptable, please identify which one.
GOVERNMENT’S RESPONSE: Unfortunately, the classroom is booked for the alternative dates. Only available dates is for August 17-21.
