About this opportunity
The Defense Information Systems Agency (DISA) is seeking sources for sustaining the Joint Operational Planning and Execution System (JOPES), a critical national security system that supports joint military operations planning and execution. This pre-solicitation notice covers software maintenance for the legacy JOPES system until modernization is complete, with work spanning operational planning processes for National Command Authorities, Joint Chiefs of Staff, and combatant commanders. Key contract requirements include expertise in cybersecurity, information assurance, end-of-life Sun/Oracle hardware platforms, Solaris 10, Oracle 11g database support, and Tier 3 Help Desk services. Potential contractors must provide capability statements demonstrating proficiency in preventive, adaptive, corrective, and perfective system maintenance. The sources sought notice requires a Secret Facility Clearance and limits response documents to five pages, with submissions due by 4:00 PM EST on December 19, 2024.
The current opportunity does not have a specific small business set-aside, though DISA will evaluate the potential for such designation based on responses. The incumbent contractor is InterImage, Inc., a Woman-Owned Small Business currently operating under a GSA MAS contract. The contract will use NAICS code 541512 with a size standard of $34 million, covering computer systems design services. The anticipated period of performance runs from August 2025 through August 2026, with unclassified work to be performed at the contractor's facility and classified work conducted on-site at DISA Headquarters in Fort Meade, Maryland. The system operates 24/7/365 worldwide and requires specific expertise in subsystems like the JOPES Synchronization Processor, JOPES Editing Tool, and JOPES Permissions management.
