About this file
This is a Questions and Answers document for the Joint Operational Planning and Execution System (JOPES) Software Sustainment and Maintenance Sources Sought Notice. The document contains three questions and government responses, with the key points being: 1) The requirement details were included in the original sources sought notice, 2) The government confirmed their preference for Option A - maintaining legacy systems and legacy technologies rather than upgrading or replacing components, and 3) A sample PWS cannot be shared as the requirement is still in the Sources Sought stage.
The associated Sources Sought Notice provides context that DISA is seeking information from potential sources to sustain the operational legacy JOPES system that supports Joint Operation Planning Process and Global Force Management until modernization. The anticipated period of performance is August 2025 through August 2026, with unclassified work to be performed at contractor facilities and classified work (including cybersecurity and information assurance) to be performed at DISA Headquarters in Fort Meade, MD.

JOPES Q&A
| Joint Operational Planning and Execution System (JOPES) Software Sustainment and Maintenance Sources Sought Notice (SSN) Questions and Government Responses | ||||
| Please add additional rows as needed. | ||||
| Question | Question/Comment | Government Response | SSN Change (Y/N) | Location of Change |
| 1 | Is this a new requirement or a contract re-compete? If re-compete, what is the current contract number and who is the incumbent? | Please refer to the sources sought as the current contract information was included. | N | N/A |
| 2 | This sources sought notice did not specify if the government wants to continue hosting JOPES on past End of Life (EOL) hardware and software platforms or if the government would like to upgrade legacy components. There are the options that we have identified as potential solutions for the government. They have different costing and support structures. What does the government prefer and/or prioritize? |
Option A: The government would like to maintain the legacy systems and legacy technologies. In this option, the vendors are no longer providing functional or cyber support for their products and we (the contractor) would have to maintain the past EOL hardware and software platforms in a way that is both operational and secure.
Option B: We would replace (through reverse engineering, when appropriate) items that the vendors are unwilling or incapable of supporting.
Option C: We would replace unsupported components with new modern components that can be supported and that interface in the same way as the old components without changing any of the functional requirements.
| Option D: Any mix of the three options above. | The Government ‘s requirement is to maintain the legacy systems and legacy technologies (Option A). | N | N/A | ||
| 3 | Could a sample PWS be shared? | A sample PWS cannot be shared at this time as the Government has not yet determined whether and how this requirement will be solicited, as the requirement is still in the Sources Sought stage at this time. | N | N/A | |
