About this opportunity

The Defense Health Agency Contracting Activity (DHACA) is seeking modernized Operational Medicine (OpMed) Medical Logistics (MEDLOG) solutions that can be fully configured for joint interoperability. This Request for Information (RFI) targets a comprehensive medical logistics system to replace the current Defense Medical Logistics Standard Support (DMLSS) system, which will be decommissioned in February 2028. The proposed solution must provide medical logistics capabilities across Roles 1, 2, and 3 of care, with a critical requirement of 99.9% operational availability. Key objectives include developing a globally integrated network of theater health service support nodes operating with common standards and procedures, supported by adaptive and interoperable Defense Medical Logistics capabilities. The RFI requires respondents to demonstrate solutions that can function in Denied, Disrupted, Intermittent, and Low-Bandwidth (DDIL) environments, with full integration with existing DoD systems and strict cybersecurity compliance. Responses are due by December 18, 2025 at 1500 Eastern Time, submitted directly to Elizabeth M. Ruckwardt.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity, and the NAICS code is 541512 (Computer Systems Design Services) with a PSC code of DA10. While no specific award value or budget range is explicitly stated, the complexity of the system suggests a potentially substantial contract value for the selected vendor. The system will replace multiple current solutions including DMLSS, TEWLS, and the DMLSS Customer Assistance Module, which currently provide OpMEDLOG capabilities. The new solution must cover comprehensive logistics functions including unit and intermediate level supply management, equipment maintenance, anticipatory logistics, assemblage management, knowledge management, facility management, contract services, and environmental services. The timeline indicates the current system will be operational until February 2028, providing a transition window for the new medical logistics solution. Potential vendors should carefully review the full RFI documentation to understand the extensive technical and operational requirements for this critical defense healthcare logistics system.

THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY.  This notice does not constitute a commitment by the Government.  All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The Defense Health Agency Contracting Activity (DHACA) on behalf of Program Executive Office Defense Healthcare Management Systems (PEO DHMS), Joint Operational Medicine Information System (JOMIS) Program Management Office (PMO), is seeking potential modernized Operational Medicine (OpMed) Medical Logistics (MEDLOG) solutions that can be configured for full joint interoperability. This joint MEDLOG capability must satisfy baseline requirements for survivability, patient safety, and quality of care through responsive, agile, and survivable MEDLOG functions that are integrated with a jointly interoperable health service system. The capability should provide a globally integrated network of theater health service support nodes operating with common standards and procedures that are supported by adaptive, jointly interoperable Defense Medical Logistics (DML) capabilities and MEDLOG organizations.  DML capabilities must be rapidly and globally aligned and/or reconfigured to respond to the changing operational requirements of Combatant Commanders.

Defense Medical Logistics Standard Support (DMLSS) will be replaced by LogiCole.  DMLSS, TEWLS, the DMLSS Customer Assistance Module are the current Joint Class VIII OpMEDLOG solutions providing Roles 1, 2, and 3 OpMEDLOG capability.  DMLSS has a decommissioning date anticipated in February 2028.
