About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center Joint Base San Antonio is seeking industry input for the Joint Cyber Command and Control Readiness (JCC2-R) project, which aims to develop rapid capability development and operational readiness solutions for Joint Cyber Command and Control systems. The procurement focuses on software development, sustainment, engineering analysis, maintenance, and enhancement of existing government-owned software with an emphasis on advanced technological capabilities. Key contract requirements include developing cloud computing infrastructure, implementing DevSecOps platforms, creating cross-domain solutions, and supporting Agile software development methodologies. The request for information (RFI) requires potential contractors to submit a 10-page white paper addressing 20 detailed technical questions covering capabilities in cloud computing, software development, and system integration. Responses are due by noon CDT on March 28, 2025, and must be submitted to the primary point of contact, Mr. Kevin Grant.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, and the project is classified under the NAICS category 541511 for Custom Computer Programming Services. While specific award values are not explicitly stated, the Performance Work Statement suggests a potential contract structure with a one-year base period and four one-year option periods. The project targets tactical and operational cyber capabilities, requiring contractors to provide specialized teams with expertise in software development, testing, integration, and cybersecurity. The system will support decision-makers across multiple JCC2 echelons and aims to enhance interoperability through cloud computing reference architectures and containerized solutions. The procurement seeks to develop an integrated system that enables multi-domain decision-making and supports rapid IT acquisition techniques through innovative technological approaches.

REQUEST FOR INFORMATION

Joint Cyber Command and Control Readiness (JCC2-R) will provide rapid capability development and operational readiness leveraging industry best-practices and innovative solutions to ensure Joint Cyber Command and Control (JCC2) meets operational requirements and matures existing government owned software in an efficient and effective manner. Tasks may include but are not limited to new software development, sustainment, cradle to grave engineering analysis, software modification, maintenance, and enhancement, along with maturing of existing architecture and infrastructure. Additional tasks include providing support for interoperability with other systems, developing and facilitating system integration services, managing operational deployments, and modeling current application architecture and interdependencies.

JCC2 is seeking industry input for advancing the Joint Cyber Command and Control Readiness (JCC2-R) application/capability. Decision makers, planners, analysts, readiness managers and operators at all JCC2 echelons will benefit from this capability. The system characteristics will include enhanced interoperability from cloud computing reference architectures, integrated infrastructure, leverage a cross-domain solution across security enclaves and containerized solutions. The cloud computing infrastructure, built on enterprise level services, will also include DevSecOps platform services to support Agile software development and production delivery efforts. The Agile development will provide immediate benefit through early delivery of incremental value as opposed to long development cycles experienced through waterfall development efforts. Using an Agile methodology to develop rapid IT acquisition techniques, JCC2-R will expand upon existing technology solutions to integrate with JCC2 capabilities, USCYBERCOM and Joint commanders have access to fuse information that is delivered at the pace of the operating environment empowering multi- domain decision-making.
