About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center is seeking development, maintenance, and engineering services for the Joint Cyber Command and Control (JCC2) Cyber Operations (JCO) application, a mission orchestration, automation, and analysis platform supporting cyber operations across multiple security enclaves. The primary objective is to provide SAFe Agile software development and sustainment support through Continuous Integration/Continuous Deployment (CI/CD) workflows, including capability deployment, containerization, system integration, and data engineering work. Key contract requirements include maintaining a minimum CMMI Services or Development Level 4 certification, demonstrated expertise in DevSecOps, SAFe/Agile methodologies, containerization technologies (Docker, Kubernetes, OpenShift), and specified programming languages (Python, Go, NodeJS, Java). Personnel must possess Top Secret/Sensitive Compartmented Information (TS/SCI) security clearances, with critical positions including the Technical Task Lead and Technical Advisor to be filled within 15 business days of award and remaining staff within 20 business days. The Air Force has issued a concurrent Request for Information due by Noon CDT on February 13, 2026, requesting white papers not exceeding 15 pages addressing technical capabilities and organizational approach, with the formal solicitation anticipated to follow.
This procurement carries no set-aside designation and is open to all eligible contractors. The anticipated contract period consists of one base year plus four one-year option periods, with the government estimating a maximum requirement of 53 full-time equivalents. While specific dollar values have not been disclosed in this pre-solicitation phase, the government is seeking flexible, transparent pricing models that accommodate variable workload while providing budget predictability. The JCO platform is an existing program of record currently operationally deployed in support of real-world cyber mission execution and serves as the authoritative data source for Offensive and Defensive Cyber Operations mission planning. Contractor responses to the RFI will become U.S. Government property and should not include information classified higher than Unclassified/Controlled Unclassified Information, with submissions directed to the Contracting Officer and Contract Specialist identified in the RFI posting.
