About this file
This is a FAR Part 6 Justification and Approval document for a contract modification to extend non-competitive procurement for Mission Command training services. The Army Contracting Command-Orlando seeks approval to extend contract W900KK-25-C-0009 with Trideum Corporation for an additional eight months, from January 29, 2026 through September 28, 2026. The estimated value is redacted in the document. The requirement is for individual, leader, small unit, and battle staff Mission Command training support for Joint Base San Antonio's Mission Training Complex, including computer-driven Live, Virtual, Constructive and Games for Training simulation exercises; scenario creation; database preparation and maintenance; facility access control; network and system administration; and post-exercise support. The contract will be primarily Firm Fixed Price (96%) with Cost Reimbursable line items (4%) for travel and surge, funded through FY26 Operations and Maintenance, Army.
The justification cites 10 United States Code 3204(a)(1) as implemented in FAR 6.302-1, asserting only one responsible source can satisfy requirements. The rationale for sole-source award centers on program closure by September 30, 2026, insufficient time to conduct full competition due to the recent government shutdown delaying evaluation, and the incumbent's unique qualifications and five-year performance history. A Notice of Intent posting on SAM.gov on December 9, 2025, with a December 24, 2025 response deadline, yielded no competing proposals. The justification notes no other sources have expressed interest and that service continuity with Trideum is necessary to avoid disruption to Army training operations and courses at the Medical Center of Excellence. The Government will conduct cost analysis and require certified cost or pricing data given the sole-source basis and threshold exceedance.

14. Fair and Reasonable Cost Determination: I hereby determine that the anticipated price/cost to the Government for this contract action will be fair and reasonable. This requested contract action is a continuation of an award that was adequately competed prior, and the Independent Government Estimate is in line and based on established pricing. However, since this action will be awarded on a sole source basis, and exceed the certified cost and pricing threshold, the Government will conduct a cost analysis and require submission of certified cost or pricing data in the format indicated in Table 15-2 of FAR 15.408.
