About this opportunity

The Department of the Army has issued a Special Notice regarding a sole source contract opportunity for the Joint Base San Antonio (JBSA) Mission Training Complex (MTC) Capabilities Support (MTCCS) effort. The notice announces the government's intent to award a 6-month, Firm Fixed-Price Bridge Contract to Trideum Corporation under statutory authority 10 U.S.C. 2304(c)(l). The contract is specifically for continuing mission command (MC) training support at JBSA Mission Training Complexes. The notice is being issued in accordance with FAR Part 5.203 to transparently communicate the planned non-competitive contract award. The current task order for this contract expires on 30 JAN 2025, and the government seeks to ensure continuous service without interruption.

The primary objective is to award a bridge contract to Trideum Corporation for a five-month period from 31 JAN 2025 - 29 MAY 2025, ensuring uninterrupted mission command training support. Interested contractors must respond by 20 DEC 2024 at 1400 hours EST, submitting their technical knowledge and experience with mission command training to Willie Bass at willie.c.bass2.civ@army.mil. All responding contractors must be registered in the System for Award Management (SAM). The government maintains sole discretion in determining whether to compete the proposed contract based on responses received. The contract is specifically set aside as an 8(a) Sole Source opportunity in the Engineering Services NAICS category (541330). The ultimate goal is to provide time for the government to complete source selection activities and execute a subsequent MTCCS II Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government's intent to award a 6-month, Firm Fixed-Price Bridge Contract, on a noncompetitive basis to Trideum Corporation (CAGE 351S9) for the Joint Base San Antonio (JBSA) Mission Training Complex Capabilities Support (MTCCS) effort. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Army Contracting Command-Orlando (ACC-ORL} and JBSA have identified a need to award a sole source contract to Trideum Corp (CAGE 351S9), to continue performance of JBSA MTCCS requirements. The current JBSA MTCCS Task Order expires 30 JAN 25. The contemplated sole source contract will include a limited performance period of five (5) months, commencing 31 JAN 2025 - 29 MAY 2025, ensuring continuation of mission command (MC) training at the JBSA Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the Mission Training Complex (MTC) to units stationed at and supported by Joint Base San Antonio (JBSA). No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC} training, by the expiration of the current JBSA MTCCS Task Order performance period (30 JAN 25}. Award to anyone other than the incumbent contractor (Trideum) would result in a significant break in service. Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award under the MTCCS II Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract (MAC). This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c}(l) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than 15 business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Please respond by 20 DEC 2024 at 1400 hours Eastern Standard Time (EST). Your response must include your stated technical knowledge of and experience with mission command (MC) training and information to demonstrate the Contractor's ability to complete Phase-In activities and commence full performance by the end of the current JBSA task order (30 JAN 2025). Send your response to Will Bass via willie.c.bass2.civ@army.mil. All responding contractors must be registered to the System for Award Management (SAM).
