About this opportunity
The Department of the Air Force Air Combat Command, specifically the 633 Contracting Squadron at Joint Base Langley-Eustis (JBLE), is conducting market research for a new Simplified Acquisition of Base Engineer Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The procurement will encompass a wide range of construction and engineering services, including new construction, interior/exterior remodeling, renovations, and repairs across multiple disciplines such as civil, structural, architectural, mechanical, plumbing, communications, and electrical systems. The current contract is set to end ordering on August 31, 2026, and the upcoming solicitation will be structured to obtain industry feedback on contract approach, pricing mechanisms, and source selection processes. Interested contractors must submit responses to a detailed market research questionnaire by January 7, 2025, at 4:30 PM EST, with all submissions to be sent electronically to specified Air Force contact emails. Potential respondents must be registered in the System for Award Management (SAM) and provide their Unique Entity Identifier (UEI), Cage Code, and SAM expiration date.
The procurement is designated as a Competitive 8(a) set-aside for small businesses, targeting the North American Industry Classification Systems (NAICS) Code 236220 for Commercial and Institutional Building Construction, with a size standard of $45.0 million. The government is exploring potential contract structures, including awarding two SABER IDIQs with competitive task orders and evaluating different source selection methodologies such as Highest Technically Rated Offeror or Lowest Priced Technically Acceptable approaches. While specific award values are not explicitly stated, the broad scope of work suggests a significant contract opportunity that covers extensive engineering and construction services across multiple project types. The market research questionnaire indicates the government is seeking nuanced industry input on contract design elements, including pricing coefficient structures, bidding processes, and inclusion of ancillary costs like trash and refuse handling. Contractors interested in this opportunity will need to demonstrate comprehensive capabilities across various engineering and construction disciplines to be competitive.
