About this file

This is a market research questionnaire for a Simplified Acquisition of Base Engineer Requirements (SABER) IDIQ contract at Joint Base Langley-Eustis (JBLE), issued by the 633 Contracting Squadron. The questionnaire contains five specific questions seeking industry input on: (1) the pros and cons of awarding two SABER IDIQs with competitive task orders, (2) feedback on prohibiting negative coefficients in pricing, (3) using sealed bidding process with award based on price factors alone, (4) including trash/refuse handling costs in coefficient rates, and (5) using either Highest Technically Rated Offeror or Lowest Priced Technically Acceptable source selection processes.

The associated opportunity is an 8(a) set-aside under NAICS 236220 (Commercial and Institutional Building Construction) with a size standard of $45.0 million. Responses are due by January 7, 2025, at 4:30 PM EST. The work involves new construction, renovations, and repairs across multiple disciplines including civil, structural, architectural, mechanical, plumbing, communications, electrical, and other specialized systems. The current JBLE SABER IDIQ contract ends August 31, 2026.

SABER SOLICITATION FA480025R0007_ MARKET RESEARCH QUESTIONNAIRE
#QUESTIONSRESPONSE
1Due to the projected increase in projects for JBLE, the government is considering awarding two SABER IDIQs. Each subsequent task order requirement would be competitively competed among the two SABER IDIQ awardees. Request industry input on the Pros and Cons of such an award and any other pertinent thoughts on the matter.
2We have seen/heard where other government agencies have noted in their SABER solicitations, that offerors shall not propose any negative coefficients in their pricing. Request industry input on the Pros and Cons of such pricing and any other pertinent thoughts on the matter.
3The government is considering awarding the SABER IDIQ using the sealed bidding process – awarding on price and price-related factors alone. Request industry input on the Pros and Cons of such an acquisition strategy and any other pertinent thoughts on the matter.
4The Government intends to have all offerors include the costs of Trash Receptacles, Refuse Containers, Dumpsters, and all associated tipping/hauling fees in its coefficient rates. Request industry input on other costs that could/should be included or those costs that it feels should not be included in the coefficient and why.
5The Government is contemplating use of Highest Technically Rated Offeror or Lowest Priced Technically Acceptable Source Selection (SS) process. Please address any pros or cons for either SS Process.
