About this file
This Statement of Work establishes a 5-year Multi-Year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for airfield deicing materials to supply Joint Base Andrews, Maryland with liquid and solid pavement deicers during winter operations. The contractor must deliver potassium acetate-based liquid deicer compliant with SAE AMS 1435 (Latest Revision) at approximately 50% active solution by weight, and sodium acetate-based solid deicer in pellet or granule form compliant with SAE AMS 1431 (Latest Revision). All materials must be FAA-approved per Advisory Circular 150/5200-30, manufactured or substantially transformed in a Trade Agreements Act (TAA)-designated country, and certified to prevent catalytic oxidation on aircraft brakes while protecting airfield infrastructure and maintaining low electrical conductivity.
The contract features three delivery tiers with maximum lead times: Standard Delivery (336 hours), Rushed Freight Delivery (192 hours), and Expedited Emergency Delivery (48 hours or less), with Standard and Rushed deliveries requiring Full Truckload (FTL) increments and Expedited delivery allowing partial truckloads for emergencies. All shipments are F.O.B. to 5026 Virginia Ave, Joint Base Andrews, MD 20762, with the contractor coordinating 24 hours prior and providing liquid deicer offloading from tankers into Government tanks. Pricing is structured under five Contract Line-Item Numbers (CLINs): CLIN 0001 for liquid deicer at a fixed unit price per gallon, CLIN 0002 for solid deicer at a fixed unit price per pound, and CLINs 0003-0005 for flat-rate shipping charges by delivery tier. A Certificate of Analysis demonstrating SAE compliance must accompany every shipment, and the Government reserves the right to reject damaged, contaminated, or improperly certified materials at no cost to the Government.
