The project value ranges between $10 million and $25 million, with a 1,204 calendar day performance period including 250 days for design completion.

NAICS code 237310 (Highway, Street, and Bridge Construction) applies, with a $45 million size standard; PSC is Y1AZ. The procurement employs a two-phase approach. The prime contractor must have self-performed at least 15% of direct contract labor on submitted projects. Up to five most qualified offerors advance to Phase Two without discussions, evaluated on past performance, management approach, preliminary design, and price. The solicitation has been amended twice; the most recent amendment (February 18, 2026) extended Phase One deadline from February 20 to March 6. Nicholas Weaver, USACE-NWP Contracting Office, is the primary point of contact at Nicholas.E.Weaver@usace.army.mil.
