About this opportunity

The John Day Dam Turbine Replacement and Generator Rewind (TRGR) project, solicited by the Department of the Army Corps of Engineers Engineering District Portland, seeks to procure turbine replacement and generator rewind services for the John Day Dam facility. The Phase 1 solicitation (W9127N26RA003), originally posted on January 9, 2026, includes detailed specifications, technical drawings, bid schedules, and brand name justifications for the procurement of components and services related to up to 16 new turbine runners and associated generator rewinds. Key contract requirements encompass prototype design, hydraulic turbine design work, equipment supply, and comprehensive rewind options with specific technical parameters including adjustable and fixed blade runner configurations with diameters ranging from 299.5 to 327 inches. The solicitation includes specific brand-name component requirements for self-lubricating materials, specialized paint formulas, and rotor field pole insulation, with justification provided for sole-source procurement based on extensive testing and evaluation by specialized laboratories. The original proposal deadline of April 3, 2026, was established through Amendment 1, issued on March 27, 2026; however, this amendment also cancelled the entire Phase 1 solicitation in its entirety to allow the Government to reassess risks and reconsider the procurement approach for various project elements, with revised solicitation(s) expected to be released.

This solicitation carries no set-aside designations and involves an estimated total contract value of $10.1 million for the initial phase work. The procurement is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Z2KA (Repair Or Alteration Of Dams), indicating the specialized nature of the dam infrastructure work required. No incumbent contractors are identified in the current solicitation materials, as this represents a comprehensive reassessment of the project scope and procurement strategy. The work is to be performed at the John Day Dam facility located in Rufus, Oregon, with the contracting officer being Aragon Liebzeit at the Army Corps of Engineers Portland District office. The significant complexity and duration of the project, combined with the comprehensive scope of design, prototype development, and equipment supply, necessitated the Government's decision to reassess the requirement structure and release revised solicitation documents for interested offerors.
