About this opportunity
The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the 99th Readiness Division, is seeking qualified contractors to provide construction, maintenance, and repair services for facilities across Region C, which encompasses Delaware, Maryland, Virginia, and West Virginia. This is an Indefinite Delivery, Indefinite Quantity (IDIQ) Job Order Contract that will be awarded through a competitive process with multiple awards anticipated. Interested contractors must demonstrate organizational and staff capability with prior experience on similar construction projects or Construction JOCs, along with verified bonding capability and the ability to use RSMeans cost estimating software. The evaluation will assess the contractor's technical qualifications, past performance on construction contracts, capacity to manage multiple simultaneous projects, and compliance with small business subcontracting requirements. Responses to this Sources Sought notice must be submitted by 3:00 PM EST on March 3, 2026, via email to the identified government contacts, and formal proposals will be submitted through the Procurement Integrated Enterprise Environment (PIEE) when the Request for Proposal is posted.
This procurement is 100% set aside for small businesses certified in the SBA's 8(a) program on a competitive basis, with an estimated contract value exceeding $10,000,000 and an anticipated period of performance consisting of five 12-month ordering periods. The contract applies to NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million small business size standard, and the Product Service Code is Z1AA (Maintenance of Office Buildings). All construction projects will be awarded as individual task orders under the IDIQ framework, with the contractor required to use RSMeans Cost Data as the sole source for pre-priced costs and apply a coefficient multiplier covering overhead, profit, bonding, insurance, and other indirect costs. Standard work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, unless otherwise approved, and contractors must maintain a seven-hour response time to all locations within the district for immediate issues. Contractors may be off-ramped for non-performance, failure to meet small business subcontracting goals, or unsatisfactory CPARS ratings, and must submit at least one task order proposal annually to remain active on the contract.
