About this opportunity

Defense Logistics Agency Troop Support Medical intends to solicit a Fixed Price with Economic Price Adjustment Indefinite Delivery/Indefinite Quantity contract for Johnson & Johnson Health Care Systems DePuy Synthes Mitek surgical orthopedic procedural packages, with responses due October 28, 2026.

Market research has determined that DePuy Synthes is the sole source capable of providing DoD hospitals with complete procedural packages (implants, instrumentation sets, and auxiliary products) under all three delivery methods while maintaining direct control over a knowledgeable sales force. The contractor must provide on-site personnel available twenty-four hours a day, seven days a week to advise physicians before, during, and after device implantation at requesting Medical Treatment Facilities. All orders, confirmations, invoices, and payments must be processed electronically through the DLA Troop Support Medical Electronic Catalog system. Delivery is to various Department of War research centers, hospitals, clinics, and other federal customers participating in the program.

The contract term spans five one-year ordering periods. Estimated values are $1.6 million for the first ordering period and $1.7 million for the second ordering period, with values for subsequent periods not yet specified in the notice. This procurement supports the Manufacturer Direct Program, which aims to replace manual open market purchasing with an automated e-commerce solution.

Notice text

The goal of the Manufacturer Direct Program is to establish an alternative to manual open market purchase activity and re-engineer the business process with an automated e-commerce business solution. The objective of this solicitation is to establish a Fixed Price (with Economic Price Adjustment) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Johnson & Johnson Health Care Systems (JJHCS) DePuy Synthes Mitek Surgical and Early Intervention Orthopedic “procedural packages”. The “procedural package” includes the implants, instrumentation sets and auxiliary products necessary for the physician to perform surgery.

The solicitation contains an on-site personnel requirement for the contractor to provide advice and guidance to physicians before, during, and after implantation of the device at the request of the Medical Treatment Facility. Technical support shall be available twenty-four (24) hours a day, seven (7) days a week.

Market research has revealed that there are no other known manufacturers or distributors other than JJHCS DePuy Synthes who can provide DoD hospitals with the complete "procedural package" under all three delivery methods and have direct control over a sales force that is knowledgeable in JJHCS DePuy Synthes’ products. The DePuy Synthes Sales Representatives are experts on the vendor's products and are a vital part of helping to ensure that the patient is getting the necessary treatment. DePuy Synthes will have their product line loaded in the DLA Troop Support Medical Electronic Catalog (ECAT) system. All Orders, Order Confirmations, Invoices, and Payment transactions are required to be electronic. Items will be delivered to various Department of War (DoW) research centers, hospitals, clinics, and any federal customer participating in this program.

The term of the contract will be five (5) one-year ordering periods. This procurement has an estimated value of $1.6 million for the first ordering period, $1.7 million for the second ordering period, $1.7 million for the third ordering period, $1.8 million for the fourth ordering period, and $1.8 million for the fifth ordering period, for a total of approximately $8.6 million over the five-year life of the procurement. The contract maximum is $17,131,228.00 over the five-year life of the contract.

Solicitation SPE2DE-26-R-0005 is expected to be issued on or around October 22, 2026 and can be found on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/.
