About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst intends to award a sole-source Fixed-Price contract to Rolls Royce Corporation for maintenance and repair services of JetSCAN Oil Analyzer systems. The procurement involves providing extended annual scheduled maintenance service and repair support coverage for three United States Marine Corps JetSCAN Oil Analysis Systems used with the AV-8B Harrier F-402 engine. The Government plans to negotiate under FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency requirements, as Rolls Royce Corporation owns the operating system and is the only entity qualified to authorize "safe for flight" determinations as the Original Equipment Manufacturer for the F402 Engine. Although this is not a request for competitive proposals, the Government will consider all responses received within fifteen days after the publication date of September 25, 2025. Registration in the System for Award Management (SAM) is mandatory for any potential respondents to be considered, with responses due by October 10, 2025.

This procurement does not utilize any set-aside designations and is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. Rolls Royce Corporation (CAGE: 63005) is identified as the intended sole-source contractor due to their proprietary ownership of the oil analysis testing and verification systems. The contract will cover maintenance and repair services for exactly three JetSCAN Oil Analysis Systems currently operated by the United States Marine Corps. The Government reserves the right to determine whether to conduct a competitive procurement based on responses received, and emphasizes that the information provided is subject to change and does not bind the Government to any particular procurement approach. No specific contract value or budget range has been disclosed in this pre-solicitation notice.
