About this opportunity
NASA Armstrong Flight Research Center (AFRC) is soliciting capability statements from potential sources for the production of Jet Propellant Thermally Stable (JPTS) jet fuel to support NASA's ER-2 Airborne Science Program aircraft. The fuel must comply with the draft Military Detail Specification (MIL-DTL)-25524H(USAF) dated October 8, 2025, which establishes comprehensive requirements for fuel composition, chemical and physical properties, additives, and testing protocols. Key qualifications include the ability to produce fuel meeting specific hydrocarbon blend characteristics with defined aromatics content, sulfur limits, and mandatory additives such as antioxidants, fuel system icing inhibitors, and the Innospec JFA-5 additive. Evaluation will focus on capability statements that include anticipated subcontracting goals across multiple socioeconomic categories including Small Business, Small Disadvantaged Businesses, 8(a) firms, HUBZone, Woman-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Businesses. The deadline for submitting capability statements and inquiries is January 16, 2026, at 2:00 PM Pacific Standard Time via email to jennifer.schnarr@nasa.gov, with all responses referencing the contract number 80AFRC26SS0001.
This pre-solicitation notice contains no set-aside designation; however, NASA reserves the right to set aside the requirement for any socioeconomic category based on responses received. No incumbent contractor or previous award information is identified in this notice. The estimated annual production volume is 125,000 gallons with a ten-year contract duration, and respondents should provide rough order of magnitude cost estimates for budgetary purposes only. The Air Force Petroleum Office (AFPET) will perform qualification and conformance inspections per the specification, while the government will provide Jet Fuel Additive No. 5 (JFA-5). Additionally, AFRC is seeking information regarding storage options for the fuel as part of this comprehensive procurement requirement. This notice is for information gathering purposes only and does not constitute a formal request for proposal.
