About this opportunity
The Department of Homeland Security's US Citizen and Immigration Services (USCIS) has issued a Limited / Sole Source Justification Notice for a 6-month extension of DevSecOps services with Alethix, LLC under their CIO-SP3 Small Business contract. The extension, covering the period from January 1, 2025 through June 30, 2025, focuses on maintaining critical immigration systems including myUSCIS, CLAIMS3, and CAIS, with specific priorities around improving H1B visa registration processes and developing online capabilities for the I-129 form. USCIS justified the sole-source extension under FAR 16.505(b)(2)(i)(C), citing economy and efficiency rationales, as transitioning to a new contractor would be impractical given the 90-day agency onboarding timeline and ongoing development work. Alethix, which has been performing these services satisfactorily since July 2021, will continue supporting key systems including H1-B selection notices, visa fee payments, parole program processing, and time-sensitive immigration notices. The agency is concurrently preparing for a competitive recompete through two separate requirements (RIVER and RAPID) scheduled for award in February and March 2025, respectively.
Notice text
USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C).) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Alethix, LLC in Fairfax, VA 22033, under its CIO-SP3 Small Business contract number 75N98119D00009, order number 70SBUR21F00000121.
The extension of non-severable services was necessary to continue the final phase of work to improve the H1B visa registration process and continue development on the network of online capabilities for the I-129 form. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive recompete.
Alethix has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.
Awarded contract 75N98119D00009 to unknown vendor for unknown amount on 2024-12-30.
