About this opportunity
The U.S. Army Mission and Installation Contracting Command awarded a $26.3 million sole-source task order to TERRESTRIS, LLC under the Worldwide Expeditionary Multiple Award Contract for comprehensive life support services supporting a Federal Protection Mission at Joint Forces Training Base in Los Alamitos, California. The services include lodging, food service, sanitation, medical support, and transportation to sustain National Guard members executing critical federal protection operations. The sole-source award was justified due to urgent operational needs and extreme time constraints, with a mandatory operational start date of August 16, 2025, that precluded the time necessary for competitive procurement. TERRESTRIS, LLC was deemed the only viable contractor capable of meeting the non-negotiable five-day mobilization timeline, as they were the incumbent contractor with existing equipment, infrastructure, and personnel already on-site. The contract includes a base period from August 16, 2025, to September 15, 2025, followed by five additional one-month option periods extending through February 15, 2026. Market research identified 23 qualified small businesses, but only TERRESTRIS could meet the critical timeline requirements necessary to avoid unacceptable delays that could compromise the mission's effectiveness.
Notice text
On August 16, 2025, the U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the United States Army North (USARNORTH), awarded a firm-fixed-price task order on a sole-source basis to TERRESTRIS, LLC, under the Worldwide Expeditionary Multiple Award Contract (WEXMAC) vehicle.
The contract is for immediate, comprehensive life support services to sustain service members executing a critical Federal Protection Mission at the Joint Forces Training Base in Los Alamitos, California. Services include lodging, food service, sanitation, medical support, and transportation to maintain a self-sufficient operational base camp. The period of performance is from August 16, 2025, to February 15, 2026.
This action was justified under the authority of 10 U.S.C. 3406(c)(1) as implemented by FAR 16.505(b)(2)(i)(A), as the agency’s need for the services was so urgent that providing a fair opportunity would have resulted in unacceptable delays and mission failure. The mandatory operational start date of August 16, 2025, precluded the time necessary for a competitive action. The awardee was the incumbent contractor with all necessary equipment, infrastructure, and personnel on-site, making them the only source capable of meeting the non-negotiable deadline.
This notice serves as a synopsis of the award. This was not a competitive procurement. The Justification for an Exception to Fair Opportunity is attached to this notice for public review.
Awarded contract N00023-25-D-0082 to unknown vendor for unknown amount on 2025-08-16.
