About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking a contractor to provide comprehensive support for the JROTC Cadet Leadership Challenge (JCLC) Manasota 2025. The solicitation requires a contractor to furnish all necessary personnel, equipment, facilities, and services to support a 5-day leadership training event for 250 Cadets and 44 Cadre from Manatee and Sarasota County School Districts. The government will evaluate offers using a lowest-priced, technically acceptable methodology, with potential contractors required to be registered in the System for Award Management (SAM) and submit complete unit pricing for each line item. The solicitation was issued on May 6, 2025, with quotes due by May 20, 2025 at 11:00 AM Eastern Time, using Simplified Acquisition Procedures. Key evaluation criteria will include the ability to meet the comprehensive performance requirements outlined in the Performance Work Statement, including providing lodging, meals, training facilities, and support services.

The contract is not set aside for any specific small business designation, though the solicitation suggests potential preference for Women-Owned Small Business (WOSB) participants. The event will be held from June 2-6, 2025, at Bayshore High School in Bradenton, Florida, requiring the contractor to provide climate-controlled housing, dining facilities, 16 electric golf carts, 25 handheld radios, 14 porta-latrines, and two mobile shower units. The contract falls under NAICS category 721214 for Recreational and Vacation Camps, with a North American Industry Classification System code of 721214. While specific award value is not explicitly stated, the solicitation includes line items for meals, bagged ice, and facility usage, with a firm fixed-price pricing arrangement. Notably, the document indicates that funds are not currently available, and no contract will be awarded until appropriated funds are secured, which may impact the final contract execution.
